Jean-Luc Saint-Fleur in a blue suit and black tie

I work at the intersection of economics, community development, analytics, and technology, building systems that improve decision-making across housing, public investment, and nonprofit operations. At LISC New York, I steward the statewide HUD Section 4 capacity-building portfolio (~$770K across 13 grants), manage more than $6M in NYCHA PACT consultant task orders, and lead the office's AI and data strategy. That practice draws on nine years administering federal grant, contract, and program portfolios — and on production software engineering, from a live World Cup platform with a data-integrity pipeline to an AI job-access platform for Haitian youth. Day to day, I work with consultants, executive directors, finance, legal, and public agencies, translating analysis into recommendations that leadership and funders act on.

Professional Experience

Local Initiatives Support Corporation (LISC)

New York, NY · Jul 2024 – Present

Senior Community Development Officer

  • Steward LISC NY's statewide HUD Section 4 capacity-building portfolio — ~$770K across 13 grants — owning underwriting, budget structuring, indirect cost rates (10% de minimis, 2 CFR § 200.414(f)), drawdowns, subrecipient monitoring, and federal reporting.
  • Architected an enterprise invoice and contract analytics system for the $6M+ NYCHA PACT consultant task order portfolio: 372+ invoices across 14 vendors, with cycle-time analytics, vendor scorecards, an amendment ledger, and an executive dashboard — cutting reconciliation time ~50% and surfacing procurement and scope exceptions before payment.
  • Lead LISC NY's AI and data strategy — designing LLM-assisted workflows, automation, and analytics that convert grant, lending, and housing data into decision-ready insight for leadership and funders.
  • Directed the 2026 Cashin Fellows Program with Prep for Prep: built the evaluation and matching model that placed seven scholars across NYC community development organizations, authored the curriculum, capstone rubric, and cohort report, and emceed Launch Day at 28 Liberty Street.
  • Manage $6M+ in NYCHA PACT consultant task orders across architecture, planning, and legal vendors — scoping, procurement review, amendment negotiation, arithmetic verification, and payment — coordinating with finance, legal, compliance, and NYCHA counterparts, and flagging false procurement certifications and scope errors before disbursement.
  • Produced the 2026 LISC NY Community Partner Convening: run of show, panelist preparation, executive remarks, and marketing strategy for a statewide audience of housing and economic development partners.
  • Prepare the portfolio analyses, dashboards, and recommendations that inform executive decision-making — briefing senior leadership, funders, and government partners on capital deployment, risk, and grantee performance.
  • Deliver compliance and technical assistance to CDCs and CBOs statewide — resolving state registration holds, procurement findings, and reporting gaps ahead of federal deadlines — and advise executive directors on budget structure and capacity-building strategy.

The Doe Fund, Inc.

New York, NY · Dec 2017 – Jul 2024

Director of Business Operations

  • Owned a $6M+ annual portfolio of government and private client contracts — pricing, renewals, performance reporting, and stakeholder relationships — sustaining 100% client retention across the tenure.
  • Built the operational analytics layer for a large workforce-development program — trend analysis, cost modeling, and KPI dashboards — improving cost-effectiveness 35%, and partnered with executive leadership on policy and program design grounded in quantitative and qualitative research.
  • Led technology strategy and vendor rationalization across the organization, cutting technology-related costs 25% while modernizing data collection, reporting, and process automation.

Selected Products

Compet 2026 — Live World Cup Platform

Next.js 16 · React 19 · TypeScript · Prisma 7 · PostgreSQL · Leaflet · PWA · Vercel

Flagship. Production platform covering all 104 World Cup matches on a schedule-as-source-of-truth architecture: real-time ingestion API, reconciliation and verification pipelines, and a data-integrity gate that suppresses any score below a confidence threshold — so the product degrades gracefully instead of publishing bad data when the vendor feed fails. Interactive knockout bracket, computed standings, cross-source stat normalization, admin data-quality dashboard, installable PWA, 12 automated test suites.

Heatstack — NYC Neighborhood Risk Intelligence

Python · PostgreSQL · React · Vercel · NYC Open Data

Built because community development runs on claims about where need concentrates — usually anecdotal and siloed by agency. A ZIP-level risk engine fusing 311, crime, housing violations, fire, eviction, and rodent data into one geospatial view, so CDCs and funders target capital with evidence.

KonekTravay — AI Job-Access Platform for Haitian Youth

Next.js · TypeScript · OpenAI GPT-4o-mini · Supabase · Twilio / WhatsApp · PWA

A workforce-development problem I could see clearly: talent without access. Five LLM functions — skill extraction, résumé generation, job matching, fraud classification, interview coaching — behind a trilingual (Kreyòl / French / English) interface delivered over WhatsApp, because broadband and a laptop are not assumptions this user base can afford.

Global Exchange Planner — FX Decision Support

Python package · Streamlit · Next.js · GitHub Actions CI · FRED API

Notebook rebuilt into a reproducible forecasting product: installable package, Interest Rate Parity audit, rolling-origin backtests, tests, CI. The finding was negative — a naïve baseline beat every alternative (MAE 0.388) — so the product recommends a risk-managed split rather than fabricating a timing edge.

Who Gets Hired? — NYC Civil Service Equity Analysis

Python · Pandas · Streamlit · NYC Open Data

Dashboard quantifying how adjusted scores, residency and veteran credits, and list timelines determine who actually gets hired into NYC public sector jobs.

Professional Engagement & Continuous Learning

  • Columbia Engineering — AI Engineering Boot Camp (2025) — LLMs, agents, prompt engineering, neural networks, system design, production AI — training that turned analysis into shipped software. Built on General Assembly's Data Analytics Immersive (2023).
  • MIT — Global Innovation Conference — sourced and referred a technology partner lead into LISC's national lending pipeline — a conference connection converted into institutional opportunity.
  • BDO Nonprofit & Small Business Network (New York City) — active across a citywide ecosystem of community organizations, small businesses, funders, and consultants.
  • Convenings, forums & leadership development (ongoing) — LISC AmeriCorps National Leadership Conference (New Orleans); community development convenings; affordable housing and economic development forums; AI/technology workshops across nonprofit, government, finance, and tech.

Public Speaking & Thought Leadership

  • Emcee, 2026 Cashin Fellows Launch Day — hosted the program launch at 28 Liberty Street for fellows, host-site supervisors, and executive guests.
  • Executive & funder briefings — present grant portfolio analyses, financial dashboards, and funding recommendations to senior leadership, funders, and government partners.
  • 2026 LISC NY Community Partner Convening — produced the run of show, prepared panelists, and authored the executive remarks delivered by the Senior Director of Programs & Administration.
  • Representing the organization publicly — on-camera feature in the Gran Coramino × LISC small-business series; panelist at NYC market and community development events; facilitator with CDC executive directors, consultants, legal, and finance teams.
